The Lead General Estimator is the senior procurement specialist for general construction trades within the Construction Services Group of Central Engineering. This position requires advanced knowledge of construction materials and services and provides construction expertise in the form of accurate budgetary estimates, bill of material take-offs, and schedule of value development for general construction materials, tools, and equipment. This position will take the lead on ordering materials using the State E-Procurement system and receiving said materials at the Central Engineering Warehouse. This position will determine the most economical and efficient procurement method of all materials for large-scale commercial and institutional construction projects assigned throughout the State to Central Engineering's construction, repairs and renovations, major maintenance unit, and Inmate Construction Program (ICP). This position must be able to read and interpret construction drawings and specifications at a high level of comprehension and understanding. This position must supervise other general construction estimators to ensure their accuracy of scope, quantity, budget, schedule, and cost. This position will take the lead on general construction related pre-bid meetings, addenda issuance, bid openings, bid review meetings, contract awarding documentation, and submittal review for all formal and informal contracts per the NCDOA State Construction Office guidelines. This position will also be responsible for preparation of material submittals for review by the Design Team. This position requires strong construction expertise, decision making capabilities, and communication skills.
This position has a duty-station of Raleigh, NC and requires the successful candidate to commute daily to the Raleigh, NC office. Occasionally overnight stay within areas of North Carolina could be required and means of transportation and lodging will be provided.
Standard work days and times are Monday - Thursday, 7:00 AM to 5:30 PM but occasionally could require work hours on Fridays.

Experience working in Commercial and/or Institutional Construction.
Experience with construction estimating and/or procurement.
Working knowledge of NC Building Codes and/or OSHA Regulations for the Construction Industry.
Working knowledge of State Construction Office requirements.
Experience using Microsoft Word and Excel.
A valid driver's license
Bachelor's degree in civil engineering or construction management.
Five years of experience in construction estimating and/or procurement.
Multiple trade knowledge in General, Plumbing, Mechanical and/or Utilities to understand how these trades are integrated in a construction environment.
Knowledge of Department's Fiscal and Personnel Policies.
Working knowledge of construction materials, equipment and services.
Working knowledge of construction software related to planning and management.
