The Regulatory Contract Advisor will lead negotiations and manage complex transmission contracts to ensure provisions are administered, compliance with all regulatory requirements, and APS interests are maintained.  Support Transmission Engineering & Operating committees with contract related issues, contract amendments, and negotiations.  Review transmission contracts and identify non-conforming provisions of such contracts.  Manage contract database and ensure all rate schedules, tariffs or service agreements are filed in accordance with regulatory requirements.  Work closely with Legal, Federal and State Regulation and Regulatory Compliance departments to develop business practices and procedures in accordance with regulatory requirements, and interface with groups as required for contract negotiations or disputes. Direct and/or perform analyses for the administration of rates, adjustments in clauses to maintain compliance with regulatory requirements, and analysis of regulatory and industry restructuring issues, legislative initiatives and related policy recommendations.  Act in a lead capacity in performing required studies, analyses and/or other projects and assignments as required.


 


Minimum Requirements:


  • Bachelor’s degree in Business, Economics, Mathematics, or Engineering or comparable experience in Analytical Methods, plus approximately 8 years of directly related utility experience.
  • An advanced degree in the above disciplines may substitute for 2 years’ experience.
  • Advanced analytical capabilities.
  • Excellent verbal and written communication skills.
  • Broad and in-depth knowledge of utility operations, and regulatory principles and practices.
  • In-depth knowledge of APS policies, practices and tariffs, and state and federal regulations rules and practices.
  • Familiarity with FERC Electronic Quarterly Report filing requirements.
  • Working knowledge of FERC requirements regarding the filing of rate schedules, tariffs or service agreements.
  • Advanced proficiency on current personal computer spreadsheet, word processing, graphics and operating systems.


 


Major Accountabilities:


  • Initiate, plan, negotiate, and ensure execution of complex interconnection studies, cost studies, tariffs, agreements, and other analyses to meet regulatory requirements and other Company objectives.
  • Develop strategies to address tariff and regulatory issues and implement those plans. Direct, prepare and critique testimony, exhibits and discovery response.
  • Interpret tariff policies, procedures and regulatory commission orders and proposed legislation and initiate the preparation and review of analyses and reports required to administer rates/tariffs and contracts, and studies and reports required by regulatory decisions, rules and procedures.
  • Initiate, perform on-going assessments of analytical and regulatory practices to identify areas for increased efficiency and quality improvements
  • Demonstrate a high individual level of analytical and technical capabilities and expertise on current tariff issues.
  • Support transmission Engineering & Operating committees with contract related issues, contract amendments, and negotiations.
  • Establish and ensure completion of project schedules and goals for intra- and interdepartmental teams.
  • Effectively interface and resolve project issues with departmental staff, other departments, executive management, ACC, FERC and customers to meet project requirements.
  • Testify as an expert witness on, tariff and regulatory matters as required.
  • Train and direct other analysts and effectively deliver formal presentations on various regulatory issues to a wide range of audiences.
  • Participate, as company representative in various forums, committees and working groups dealing with rate, tariff, pricing and regulatory issues.
  • Review interconnection, operating and transmission service contracts prior to final execution, identify non-conforming provisions, determine regulatory filing requirements and prepare contract summaries for executive review and FERC filings.
  • Lead negotiations with non-jurisdictional parties and customers to ensure terms are within the best interest of APS and comply with all regulatory requirements.
  •  May maintain instructor qualifications and technical proficiency in the assigned discipline.


 


The Transmission Interconnect Advisor will interface with customers requesting interconnection to the APS grid, and will lead efforts with internal stakeholders to complete interconnection studies and move interconnection requests through the process. The Advisor will act in a lead capacity to draft, negotiate, and provide ongoing management for contracts related to transmission and interconnection, facility-use lease/agreements, and operating requirements for connected facilities. The Advisor may also perform research and analysis to provide technical evaluation of rates, regulatory and industry issues and related policy recommendations.


 


Minimum Requirements:


  • Requires a Bachelor's degree in Business, Finance, Engineering, or an equivalent combination of education and experience.
  • General knowledge of the APS transmission and distribution system, knowledge of other utility's transmission systems, rates and tariff provisions.
  • Broad familiarity of FERC regulatory requirements and APS jurisdictional agreements.
  • Experience in negotiating and developing transmission, interconnection and operating facility contracts.
  • Organization, project management, communication and negotiation skills are essential.
  • Analytical abilities to perform rate studies, regulatory analysis, and contract development.
  • Experience in electrical engineering desirable for this position.

  • Ensure that all FERC and NERC rules are kept current and employed correctly in contracts.
  • Effectively interface and resolve project issues within APS, executive management and customers to meet project requirements.
  • Represent Company in industry working groups for rates, tariffs, pricing, contracts, regulatory and operating issues.
  • Establish and ensure completion of project schedules and goals for intra- and interdepartmental teams.
