This position provides leading and coordination of Right-of-Way, easement, consent to common use and joint-use agreements, and railroad utility crossing application activities between the project owner, the Design-Build contractor, and multiple third-parties. This individual will track, review, and administer a wide variety of contract documents, coordinating with agency ROW staff, project management staff, and other project team members to establish and maintain efficient tracking of ROW issues, communicate priorities, and resolve obstacles to project delivery. The ideal candidate has outstanding organizational skills, an innate ability to grasp and resolve complex issues, and a commitment to delivering high-quality work on a tight schedule.
Administration and project management
Facilitate weekly and monthly progress meetings
Leads coordination workshops, in conjunction with the client and agency with the city, county, and state agencies and utilities.
Coordinates property and easement acquisition activities between the design team and the third parties.
Prepares presentations, meeting agendas and minutes as required.
Attend and participate in Right-of-Way review meetings
Develops reporting mechanisms to track submittal progress and review status.
Assists discipline leads in meeting internal milestones.
Maintains, supports, and promotes a safe work environment while complying with the project team’s safety rules, policies, and procedures.
Review of ROW request submittals, acquisition maps, and other documents
Manage data pertaining to current use and disposition status of ROW requests
Track encroachment permits and other third-party rights within ROW
Experience in project coordination, document management, database support, and project analyst work
Familiar with the Caltrans ROW Manual
Understands general principles of transit systems design, construction, operation, and maintenance.
Principles, and practices of public agencies and private utilities.
Organization and processes of agencies and utilities, especially in regards to the design development process and construction approach.
Create and articulate processes and manage progress against defined milestones.
Represent the team in presentations to the public, and in producing consensus solutions, with local agencies, and implementing agency and contractor.
Communicate effectively with all levels of management and staff, orally and in writing.
Exercise judgment and creativity in making decisions.
Prepare comprehensive reports and correspondence.
Effectively manage time.
Qualifications and Experience:
Potential candidates interested in this position must meet the following requirements:
Bachelor's degree – Construction Management, Civil Engineering, Planning, Business Administration, or related field is desirable.
5 years’ project development/ construction team member experience in the design, construction, outreach activities and at least 5 years’ experience performing coordination with designers, contractors, and/ or local agencies.
Valid California Class C driver license
